Expertise Feats

Preamble

When 4E was created, monster defenses and PC attack bonuses did not increase at the same rate. Over 30 levels, a monster would get +30 to its defenses, while a PC would get only +25 to its attack rolls. To fix this, WotC created the following feats:

  • Implement Expertise
  • Weapon Expertise
  • Versatile Expertise

Each of these feats gives a +1 feat bonus to attack rolls, increasing to +2 at Paragon tier and +3 at Epic. These feats obsoleted many feats that give situational bonuses to attack rolls. They also became a cornerstone of character optimization: for every class, every race, and every build, the question isn’t if you take an Expertise feat, but when, and the answer is before level 10.

This means everyone is spending a feat slot on the same thing, effectively removing a choice from each character, and making everyone more similar. This is called a Feat Tax, which is a Bad Thing.
Even worse, characters who regularly use multiple types of weapons, or a weapon and an implement, have to pay the Feat Tax twice, or restrict their selection of powers, or be less powerful than the rest of the party. All of these are Bad Things.

Finally, there is disagreement in the community on whether or not the math fix was needed in the first place. I am pretty much on the fence, but I think a math fix was needed, just not this one.

Important

The following feats are not permitted in this campaign:

  • Implement Expertise
  • Weapon Expertise
  • Versatile Expertise

The following feat is altered to remove Weapon Expertise as a prerequisite, and as part of the bonus. The full text we will be using is as follows:

  • Weapon Master
    • Prerequisite: Weapon Focus
    • Benefit: You gain the benefits of Weapon Focus with all weapons you are proficient with.

Other feats with the word Expertise in their name are permitted. As far as I am aware, such feats do not have anything to do with the above banned feats.

The feats above will appear, with their original text, and functioning with their original prerequisites, in the Character Builder. Please treat them as described above.

My current plan is for everyone to receive the attack bonus of the Expertise feats upon attaining 5th level. The bonus will increase at 15th and 25th.
